基于专利的生物医药产业SWOT分析——以福建为例

SWOT Analysis of Biomedical Industry Based on Patents——A Case Study in Fujian

生物医药作为战略性新兴产业是国家重点培育的新经济增长点,也是竞争激烈的技术和产业高地。基于专利数据库,在SWOT结构化分析框架下,以福建为例,探讨生物医药发展中的优势、劣势、机遇与威胁。研究表明福建省近年来生物医药研发实力不断增强,产业聚集效应初步显现,但生物医药专利在高新技术领域的占比仍较低。与国内生物医药研发重镇相比,福建省生物医药研发仍相对落后。一批生物医药"专利悬崖期"的到来,为福建省生物医药产业发展提供了重要机遇,但也存在侵权与恶性竞争等风险。在生物医药产业发展中,福建省应推动形成以企业为创新主体的研发格局,加快建设以研发创新为驱动的生物医药园区,并通过研发外包加强国际合作,提高研发水平。

Nowadays the emerging biomedical industry is regarded as one of the strategic pivot industries for national economic growth with highly intense competition. This paper aims to discuss the strength （S）,weakness （W）,opportunities （O） and threats （T） for the development of biomedical industry in Fujian province based on the patent database. The results have shown that in the past decades the research and development （R＆D） capacity of biomedicine in Fujian province kept strengthening,and there has been evidence of industry cluster in the Xiamen-Fuzhou-Quanzhou economic zone. However,the proportion of patent in high-tech biomedi-cine is relatively lower. The coming expiration of some biomedicine has provided new opportunities. But the potential threats exist in in-fringement of patent right and vicious cycle of competition. For future development of biomedical industry in Fujian, the results suggest that the government should encourage the enterprise to play more important role in R＆D. It is also vital to accelerate innovation and en-hance R＆D capacity through the establishment of biomedical industry foundation and international cooperation.
