参加筹备“人居三”工作的回顾

Recall of the Preparation Work of the Habitat Ⅲ

2016年10月17-20日,第三次联合国住房和城市可持续发展会议(简称"人居三")在厄瓜多尔首都基多举行。"人居三"正式通过了具有里程碑意义的成果文件——《新城市议程》。本文回顾了作者参加筹备"人居三"工作的过程,包括参与《中国国家报告》的编写,入选联合国"人居三"大会政策小组,参与《新城市议程》有关政策文件的准备等,并对"城市权"的概念和联合国召开三次人居大会的历史过程进行了讨论。

The Third United Nations Conference on Housing and Urban Sustainable Development （Habitat III） was held in Quito, Ecuador, from 17 to 20 October 2016. Habitat III formally adopted a landmark document--New Urban Agenda. This paper recalls the author＇s participation in the preparation work of the Habitat III, including the preparation of the China National Report, the preparation of relevant policy documents for the New Urban Agenda, and discussed the concept of ＂Right to the City＂ and the historical process of the three UN Habitat Conferences.
