To build a qualified teacher＇s team is the cornerstone of the educational development. Teachers working at schools run by the local people are a special group of China＇s rural teaching staff in the history, the issue of which needs to be solved. Upon its accomplishment, it may throw enlightenments for the solution to the historically suspended issues, i.e. the traditionally rural substitute teachers and nowadays new rural substitute teachers.
