建立国家公园体制目标分析

国家公园体制建设是一项系统工程,构建合理的特征指标是重要步骤。本文从现有自然保护地存在问题入手,阐述了国家公园、国家公园体系、国家公园体制的不同层次建设目标与指标,提出用生态系统方法梳理、重构自然保护地体系,以建立国家公园体制为推动来完善生态保护管理体制的思路。

National park system organization is critical to the reform of natural protection system. In this study, the objectives of national park,national park system and national park system organization are indicated based on the situation and problems in current natural protected areas. Specific objectives and indicators are analyzed for the construction of national park system organization. The strategy of combing and reconstructing the existing natural protected areas by ecosystem method, improving the natural protection management system by constructing national park system organization are proposed.
