日本学界视野下的“一带一路”

Belt and Road Initiative from the Perspective of Japanese Academia

日本学界关注中国国家主席习近平提出的建设"丝绸之路经济带"和"21世纪海上丝绸之路"的倡议。从研究路径来说,日本学界主要从经济、外交角度对"一带一路"进行解读。经济上,认为"一带一路"建设主要与中国"十三五"规划、国有企业改革、FTA战略、TPP等相关。外交上,认为"一带一路"主要与改革开放战略、"走出去"战略、周边外交、大国外交、全球化和全球治理、国际经济秩序主导权及规范等相关。从研究主体来看,日本国际贸易投资研究所是从经济角度研究"一带一路"的主要力量,日本国际问题研究所刊物《国际问题》是从外交角度研究"一带一路"的主要平台。从研究方法来看,日本学界注重从实证角度梳理"一带一路"相关因素。从国家利益角度来看,日本学界更关注"21世纪海上丝绸之路",关心中国是否会借助"一带一路"重塑国际贸易规则,争夺国际贸易主导权。另外,对于中国是否会借亚洲基础设施投资银行冲击日本主导的亚洲开发银行的地位,日本学界抱有一定的担忧。

A focal concern of the Japanese academia,the Belt and Road Initiative was studied by Japanese scholars from economic and diplomatic perspectives. Empirical method is the mainstream approach by the Japanese academia. The Maritime Silk Road,the possibility for China to compete for the leading role in international trade by rewriting trade rules as well as the potential impact of the AIIB on the role of the Asian Development Bank are of growing concern to Japanese academia.
