国家信息化战略下的信息援助项目实施效果评估——以农村居民为例

Effect Evaluation of Information Assistance Project under the National Informatization Strategy

信息援助效果评估机制的建立是我国信息援助法律制度趋向成熟的"最后一公里"问题。运用公共政策评估法、比较分析法,以农村居民为评估对象,对我国近10年来信息援助项目各项任务的当前项目指标与初期指标进行对比。目前我国信息援助项目整体上实施效果显著,但部分项目存在执行不到位的问题,健全完善相关法律法规,加大执行力度、完善评估机制、补充监督问责环节势在必行。

The establishment of evaluation mechanism of information assistance effectiveness is the last issue for legal system of information assistance in China to become mature. Applying the method of public policy evaluation and comparative analysis,this paper takes rural residents as the example and makes a comparison of the current project indicators and the initial targets of the Information Assistance Projects（ IAP） in our country in recent ten years. At present,the IAP has achieved remarkable results as a whole. However,some projects have issues of inefficient implementation. So it is imperative to improve relevant laws and regulations,strengthen the intensity of implementation,improve the assessment mechanism,and supplement the supervision and accountability.
