Planning of Comprehensive Tariff Free Zone in Cross-border E-commerce Type——Taking the Planning and Design of Jinyi Comprehensive Tariff Free Zone in Zhejiang as an Example

跨境电商型综合保税区是我国开展跨境电子商务进出口业务的海关特殊监管区域,与传统综合保税区相比,具有独特的功能特征与规划要求。本文以金义综合保税区规划设计为例,从业务及流线分析入手,在用地布局、交通组织、功能配套、环境塑造、建筑设计等方面归纳出跨境电商型综合保税区的规划设计方法。

the comprehensive tariff free zone in CBCE type（cross-border e-commerce type） is a special customs supervision area for cross-border e-commerce import and export business in China. Compared with the traditional tariff free zone, it has unique functional features and planning requirements. In this paper, taking the planning and design of Jinyi comprehensive tariff free zone as an example, starting from the analysis for Logistics and Supply-Chain of core business, summarized out the design methods of CBCE comprehensive tariff free zone in terms of land-use layout, traffic organization, facilities supply, environment and architectural design.
