社区视角下的城市微改造创新与实践——以上海普陀区万里街道社区规划改造为例

Innovation and Practice of Urban Micro Transformation from the perspective of Community——Take Wanli Street Community Planning Reform in Shanghai Putuo District as an Example

随着城市化的飞速发展,社区作为一种重要的社会组织,其重要性日益凸显,完善和创新社区生活体系已得到日益重视。在快速城市化和全球化的当下,上海这座特大城市的社区人口特征正呈现出多种特性,对于社区规划也不断提出新的要求。2015年,根据习近平总书记对加强和创新社会治理的要求,上海市委开展一号课题研究积极推进社区服务与社区规划研究。普陀区率先开展创新的社区治理模式研究,以新成立的万里街道为试点,践行社区人文与活力的发展规划,期望建立长效机制为全区建设宜居城区奠定基础,从而形成一套完善的社区规划编制办法、社区物质空间建设机制、社区服务与治理的管理机制,以体现上海大都市的价值与内涵。

with the rapid development of urbanization, the community as an important social organization, its importance has become increasingly prominent, and the improvement and innovation of community life system has been paid more and more attention. At the moment of rapid urbanization and globalization, the characteristics of the community population in Shanghai＇s mega cities are showing a variety of characteristics, and new requirements have been put forward for community planning.In 2015,according to thegeneral secretary Xi Jinping＇s request for strengthening and innovating social governance, Shanghai municipal Party committee carried out ＂No.1 Project＂ research, and actively promoted community service and community planning research. Putuo District to carry out research in community governance model innovation,to the newly established Wanli streets far the pilot, development planning and practice of Humanistic Vitality of the community, hope to establish a long-term mechanism to lay the foundation for the construction of livable city, thus forming a perfect community planning method, community physical space construction, community service and governance mechanism the management mechanism, in order to reflect the value and connotation of Shanghai metropolis.
