清代昭通水利建设属初创阶段,主要体现在,自"改土归流"以后,疏濬河道以促进农业生产发展;解决新建昭通府城及附郭恩安县的固定饮用水问题。不过清朝水利开发遗留问题颇多,昭通和鲁甸两地老鸦岩石峡水利纠纷,正属此例。民国十九年(1930)昭鲁水利工程治理是为此段纠纷之止。民国时期该县水利事业发展进入全新阶段,既有政府政策支持,又制定了完备的治理方案,相关制度得到发展,水利事业获得保护。梳理清代至民国昭通水利开发过程,考察水利与昭通农田生产、民众生活、区域民众之间(昭通与鲁甸)水利纠纷等关系,进而探讨水利与昭通社会发展变迁的内在联系。是研究昭通区域社会史不可缺少的部分。

Water Conservancy Construction in Qing dynasty in Zhaotong is an initial stage. It is extremely standard as follows： Afterthe bureaucratization of native officers, the government dredged the channel to stimulate the development of agricuhure and solved the stabledrinking-water problem in new Zhaotong city and the affiliated county-EnAn .However, there were lots of hangover problems of Water conservancyconstruction the period of the Republic of China. Especially the irrigation dispute between Zhaotong and Ludian county, which was solved in 1930.Water conservancy construction is a totally new stage in the period of the Republic of China. It lies in the support of government ,the completegovernance scheme, the perfect relevant system and the protection of water conservancy construction. The passage mainly combs the process ofZhaotong Water conservancy construction from Qing dynasty to the period of the Republic of China. and inspects the relation between ZhaotongWater conservancy construction and Zhaotong＇ s farm production, people＇ s life and irrigation dispute of different districts（especially Zhaotongand Ludian） so as to discuss the internal relation between Water conservancy and the social development and change in Zhaotong.which is anessential part in the research of Zhaotong society.
