提升泰州城市文化品质的思考

Reflections on Improving Urban Cultural Quality of Taizhou City

提升城市文化品质,是提升城市文化软实力的客观需要,也是城市现代化发展的必然要求,对泰州建设文化名城具有重大意义。目前泰州城市建设文脉传承成绩显著,品牌宣传影响扩大,文化服务日益完善,文化产业初具规模,但泰州城市文化品质的提升仍存在如下问题:文物保护利用不够,有规而不严;特色文化彰显不力,有名而不显;资源整合效果不佳,有形而不合;区域融合发展不紧,有神而不聚;有些市民文化素养不高,有规而不雅。为此,提升泰州城市文化品质不可能"单兵作战",也不可能一蹴而就,需要坚持不懈、全面推进,要实施"1234"工程,即围绕"一个目标",科学布局"两个规划",积极完善"三个机制",持续打造"四个文化工程"。

To enhance the quality of urban culture is an objective need for improving the soft power of urban culture,and is also an inevitable requirement for the development of urban modernization. It is of great practical significance for Taizhou’s construction of a cultural city. After twenty years of efforts,Taizhou city construction has achieved a lot in cultural inheritance,city brand publicity,cultural service and cultural industrial development. However,the enhancement of its city culture quality still lags behind and various problems arise： inadequate cultural relics preservation with regulations not strictly observed,insufficient featured culture publicity with only a limited reputation,ineffective resource integration with a mere formality,a lack of closely integrated regional development,a low level of citizen literacy with their indecent behaviors. Therefore,to enhance the cultural quality of Taizhou city is not an＂individual combat＂,and not a job that can be done overnight either. We need to unremittingly and comprehensively implement the＂1234＂Project,namely,to center on＂One Target＂,to scientifically lay out＂Two Planning＂,to actively improve＂Three Mechanisms＂and to continuously construct＂Four Cultural Projects＂.
