Features and prevention measures of telecommunications fraud “High Reward for Offspring”

"重金求子"案具有地域性、团伙性、结合性等特点,在案件侦破过程中有传统刑事案件所不具有的侦破难点。例如立案、并案难,证据收集难,抓捕难等。犯罪嫌疑人、被害人、社会方面均有促成诈骗成功的原因。根据犯罪侦破难点从现代"三论"即信息论、系统论、控制论的观点提出侦破此类案件的侦查对策,并结合案件多发原因和现实的具体情况提出了相应的治理建议。

Cases of High Reward for Offspring are usually committed by gangs in different regions, and some gangs even collude with each other. Hence, compared to traditional criminal cases, it is quite difficult to detect such cases, such as difficulty in registering a case and combining the cases, difficulty in collecting complete evidence and difficulty in arresting criminals. Criminal suspects, victims and society all contribute to the success of telecommunications fraud. Targeting at above - mentioned difficulties, investigative countermeasures of using three modern theories, namely, information theory, system theory and control theory, to detect such cases, are pro- posed and corresponding governance suggestions are also put forward based on reasons leading to the cases and the actual situations.
