Connotation Deduction, Index System and the Orientation of Innovation-driven Strategy

创新驱动发展战略的提出和实施引发了学术界对其的广泛关注和研究热情,但现有研究对于创新驱动发展战略的本质内涵并未达成共识。创新驱动发展战略相关研究存在理论基础不足、缺乏广度和深度等问题,难以从本质上为创新驱动发展战略内涵破解以及评价指标体系构建提供有力支撑。下一步研究应从三方面进行:借鉴国内外创新理论,提出并构建体现中国特色的创新驱动发展战略理论体系;在强化相关理论研究的基础上,准确把握和理解创新驱动发展战略的内涵;基于五大发展理念,构建创新驱动发展战略的评价指标体系并展开大规模实证调研。

The propose and implementation of the strategy of innovation-driven development has aroused wide attention and research enthusiasm of academic world, but the existing research has not reached a consensus on the essence of the strategy of innovation-driven development. There are absent theoretical basis, lack of breadth and depth and other issues on the correlational research of the strategy of innovation-driven development. It is difficult to provide a strong support in essence for the breaking of connotation of the the strategy of innovation-driven development and the construction of the evaluation index system. The next step should be carried out from three aspects： drawing on the domestic and foreign innovation theory, putting forward and constructing the strategy of innovation-driven development theory system which embodies the Chinese characteristic; on the basis of strengthening the relevant theoretical research to grasp and understand accurately the connotation of the strategy of innovation-driven development; based on five development concepts, building the evaluation index system of the strategy of innovation-driven development and carrying out large-scale empirical research.
