传统监管治理模式已经无法有效应对我国PPP项目"井喷"增长带来的风险,因此必须尽快转变治理理念,建立基于市场机制的PPP项目契约治理模式。实现我国PPP项目治理模式转型,可采取如下路径:由政府主导逐渐过渡到市场主导,在此过程中政府部门权力应适当分散和下放;吸引多主体参与治理,以达到多元主体共同治理PPP项目;由传统的行政命令式治理逐渐转变为协商式共同治理,在制定PPP上位法律的同时,还应制定PPP规范与指南,注重行业/地区协调机制、中央-省-市协调机制的建立,以增强决策的科学性;由目前的硬监管过渡到软监管,减少政府对市场的干预。

The traditional regulatory governance has been unable to effectively solve the risk of China＇s PPP project ＂blowout＂ growth, so we must change the governance concept as soon as possible, and then establish a kind of contract governance based on the market mechanism. In order to achieve the transformation of Cbina＇s PPP project governance model, the following path can be taken： First of all, the leader of PPP gradually transition from the government to the market, government departments should be gradually decentralized and decentralized; Secondly, more organizations and individuals should participate in PPP governance in order to achieve a multi-stakeholder co- governance of PPP projects; Thirdly, when the traditional administrative order-based governance is gradually transformed into the Cooperative co-governance, in order to make scientific decisions, the government should formulate PPP norms and guidelines, and pay attention to the industry/regional coordination mechanism and establish a coordination mechanism between the central government, the provincial government and the municipal government; Finally, from the current rigid regulation to flexible regulation, government intervention in the market should be reduced.
