"十三对关系"的提出,是以吴英杰同志为班长的新一届自治区党委深入贯彻习近平总书记系列重要讲话精神和治国理政新理念新思想新战略,是新时期新一届党委全面贯彻落实党的治藏方略的新思维新举措新要求。处理好"十三对关系",全面推进西藏经济社会长足发展,应坚持目标导向和问题导向相统一,深刻认识"十三对关系"提出的重大意义;应坚持辩证统一,准确把握处理好"十三对关系"的丰富内涵;应坚持统筹兼顾,全面把握处理好"十三对关系"的推进路径。

The Thirteen Relations',promoted by Wu Yingjie,the secretary of the Communist Party of China(CPC)committee of the Tibet Autonomous Region,are new requirements in studying and implementing important speeches and new concept and strategies of governing made by Xi Jinping,the secretary-general Communist Party of China(CPC)committee.In order to properly implement the'the Thirteen Relations'and comprehensively promote the rapid development of economy and society in Tibet,we should adhere to the unity of goal oriented and problem oriented,and a profound understanding of the significance of'the Thirteen Relations';we should adhere to the dialectical unity,and accurate grasp of the connotation;and we also should adhere to a comprehensive grasp of treatment and path to promote'the Thirteen Relations'.
