基于效率的区域专利竞争力评价研究

Research on evaluation of regional patent competitiveness based on efficiency

通过投入-产出效率角度构建区域专利竞争力评价指标体系,运用数据包络法(DEA),对我国30个省市的专利竞争力进行分析和评价,结果发现:我国区域专利综合效率竞争力低下的原因由区域纯技术效率低下所造成,各区域规模效率基本达到有效,专利发展正处于规模扩张向内涵发展的转折阶段。因此,增长方式要围绕完善专利创新刺激机制,增强创新能力,通过推进专利产业化、商品化、资本化的方式来提高技术效率,最终带动综合技术效率的提升。

This paper analyzes the evaluation index system of regional patent competitiveness from the perspective of input-output efficiency, and analyzes the patent competitiveness of 30 provinces and cities by means of Data Envelopment（ DEA）. The results show that the low comprehensive efficiency of regional patent is caused by the inefficiency of regional pure technology,the scale efficiency of each region is basically effective,and the development of patent is in the transition stage of scale expansion to connotation development. Therefore,the growth mode should focus on improving the innovation mechanism of patent innovation, enhancing the innovation ability, promoting the industrialization,commercialization,capitalization of patent to ultimately promote the comprehensive technical efficiency.
