摘要 我国高校二级院系的管理先后经历了教授负责制、系主任负责制、党政共同负责制。党政共同负责制虽然较好地发挥了党组织和行政两方面的积极性和创造性,但由于没有充分重视"被管理者"内动力和积极性的调动与发挥,存在唯上级意志、唯政绩显示、官本位意识、主观性意愿、重师轻生等问题。当前,积极推进二级院系由"管理"向"治理"的转变已经具备一定的条件和基础。高校二级院系管理体制从"管理"到"治理"的改革,既是一个事关方方面面的系统工程,更是一个需要整体设计、适时启动、不断升华的持续过程,应该从改革权力结构、明晰权力界限、构建协商机制等方面切实推进这一进程。 The management of faculties and departments in the universities of China has gone through the professor responsibility system,head of department responsibility system,and the co-management system of party and administration. Although the co-management system of party and administration gives full play of the enthusiasm and creativity of party and administration,their initiative are not fully promoted.Problems exist such as administrating by superior will,the official oriented consciousness,subjective wishes,preferring teachers to studentst. Currently,there are enough conditions for the positively promotion of change from administration to governance. The reform from administration to governance in the faculties and departments is the systematic project related to different aspects,and also the continuous process requiring overall design,platform construction,initiating in time,constant promotion,It is a winding process and needs constant improvements. In the process,efforts should be spend on the reform of power structure,clarifying the boundary of power and construction of consulting mechanism,and etc.
