为落实一带一路发展战略,新疆政府提出建设丝绸之路健康服务中心和健康产业基地。这是推动新疆公立医院发展的千载难逢的历史机遇。该文立足新疆,以2012—2016年度198家公立医院为研究对象,对公立医院的发展能力、偿债能力、成本管理能力和收费水平进行统计分析。研究发现,新疆公立医院总资产和固定资产稳步增长、管理效率逐渐增强,但仍存在偿债能力减弱、人员成本增加、医疗费用持续上升的问题。应严格控制负债规模,建立内部控制管理制度,加快医疗服务价格改革,分级诊疗制度的实施,完善三医联动的运行机制。

In order to implement the development strategy of one belt and one road, the Xinjiang government proposes to construct the silk road health service center and health industry base, which is a perfect history opportunity of promoting the development of Xinjiang public hospitals, and the paper analyzes the development ability, pay-off ability, cost management ability and charge level by taking 198 public hospitals from 2012 to 2016 as the research objects and the research shows that the total asset and fixed asset in the Xinjiang public hospitals steadily increase and the management efficacy is gradually enhanced but there are still the problems of weaken pay-off ability, increased staff cost and continuously increasing medical expenses and we should strictly control the liability scale, establish the inner control management system, accelerate the medical service price reform and implementation of rating diagnosis and treatment system and improve the operation mechanism of tripartite system reform.
