公共权力腐败作为一颗毒瘤根植在当今市场经济体制中,阻碍社会公平,损害政府形象,污染社会风气,危害公众利益。此种腐败现象成因于社会转型期多元文化的冲击,市场经济条件下的物质利益诱惑,权力拥有者的道德素养偏低,制度约束机制不够成熟以及社会监督体系不够健全。解决该问题,需要净化社会主义文化环境,发挥市场机制的"内引"功能,强化公共权力伦理建设,提高行政人员自身素质,健全公共权力的社会监督体系。

As an excrescence on?market?economy,public power?corruptions have stunted social equality.It also damages the image of the government,pollutes the social ethics,and harms the public interest.Because of the hammer of multicultural in social transition,incentives,low quality of public servants,and deficient system,the corruption is increasing.In order to solve this problem,the government needs purifying the cultural environment,using the function of internal guide,improving the construction of ethics,increasing the qualities of public servants,and refining the supervision system.
