邻避型环境群体性事件的成因及其治理

The Causes and Treatment of the Group Events in Neighborhood Environment

当前我国生态环境整体恶化趋势显著,导致由此引发的因环境抗争而引起的邻避型环境群体性事件频繁爆发。邻避型环境群体性事件的成因,主要由以下三个要素构成,即三方利益相关者在环境风险认知上的冲突、公民环境权遭受侵犯以及政府治理中的合法性危机。由此提出的治理路径应当包括如下三方面,即通过塑造新型合作的风险沟通关系,形成对环境风险的一致认识;设置形式多样的公众参与机制,保障公民环境权利免遭侵害;建构新型社会治理模式。

At present, the overall deterioration of the ecological environment in China is significant, leading to the frequent outbreak of the neighboring environment caused by environmental protests. The causes of the mass incidents of the Neighborhood Environment are mainly composed of the following three elements： the conflict of the three stakeholders in environmental risk cognition, the violation of the civil rights and the legitimacy crisis in the government governance. The governance path proposed by this should include the following three aspects： the formation of a common understanding of environmental risks through the creation of a new type of cooperative risk communication relationship ; the establishment of a variety of public participation mechanisms to protect citizens＇environmental rights from infringement; Participation in new type of social governance model.
