The Improvement of Chinese Rural Social Policies

农村社会政策的发展与完善关系到农村社会稳定和公平正义的实现。现阶段,各类农村政策在实施和执行过程中都还存在不少问题,如农村精准扶贫政策执行偏离目标,农村社会保障政策实施管理缺位,农村教育政策实施过程中行为主体意识滞后,农村计生政策推进缺乏监督等。改进和完善农村社会政策应从以下方面着手:建立政策执行与监管的法律法规,全方位梳理和健全现有政策,完善相关社会政策的评估与监督机制,健全多元主体参与机制,并建立问责、责任追究机制;在管好用好现有中央财政专项资金的基础上,整合扶贫帮扶和相关涉农项目资金的各类资源,构建以政府为主体、专项开发试点项目为载体、各负其责为原则的资源平台;规范农村相关机构和部门的工作程序,严格按照相关政策要求进行核准和审查有关信息;强化相关工作人员的思想认识,同时加大各种政策的宣传力度,强化参与主体的思想意识。

The development and improvement of rural social policies relates to the stability and the re alization of justice of rural society. There are still many problems in the implementation process, such as deviating from target in precise poverty alleviation policy, the management absence in rural social security policy, the lag of behavioral subject consciousness in the process of rural education policy, the lack of su- pervision of policy promotion in rural family planning policy. So one hand we should establish laws and regulations of the enforcement and supervision of policies, on the other, improve the assessment and su- pervision mechanism of relevant social policies, the multi--stakeholder participation mechanism, and es- tablish accountability and accountability mechanisms. Based on the funds from central government, we should integrate all kinds of relating resources to help the poor to fund agriculture projects. A resource platform based on the government is proposed. And standardizing the working procedures of relevant rural institutions and departments is necessary. Moreover, we should approve and review relevant information in accordance with the relevant requirements of policies. Last, we should strengthen the ideological aware- ness of relevant staffs, meanwhile increasing the propaganda of various policies, and strengthen the ideolo- gy of participants.
