社会资本的治理功能与基层善治路径

目前乡村治理中存在村两级机构关系异化、村民委员会的自主性趋弱、村民原子化状态突出、农民在政治沟通中的作用逐步萎缩等困境。社会资本作为重构成员关系、增进共同体利益的组织网络与规范,有利于构建顺畅的群体之间及向上的沟通机制,培育农民的责任意识,引导具有公共责任感的现代公民的形成,同时能够强化农民的团体合作意识,增强群体竞争力。增强基层治理中村级组织的自主性和责任感,规范村民的自组织行为,强化政府对基层治理事务的法治规约,有利于发挥社会资本的治理功能,达致乡村基层社会治理的完善。

At present, there is village-level institutional alienation in rural governance. The autonomy of villagers＂ committee is being weakened, the atomization of villagers is prominent, the willingness to seek collective action is being enhanced, and the role of peasants in political communication is gradually shrinking. As the network of organization and norms that restructures membership and enhances the inter- ests of the community, social capital is conducive to the construction of smooth communication mechanism among groups and upwards, is also conducive to cultivating the sense of responsibility of farmers and guid- ing the formation of modern citizens with a sense of public responsibility, strengthening the farmers＂ sense of group cooperation and enhancing the competitiveness of the group at the same time. Boosting the auton- omy and sense of responsibility of the village-level organizations in the grassroots governance, standardi- zing the self-organization behavior of the villagers, strengthening the government＇s rule of law on grassro- ots governance, and so on, which is conducive to exerting the governance function of social capital so as to achieve the good governance of rural grassroots social governance.
