电子政务环境下档案信息集中管理策略构建

Centralized Management Strategies for Archive Information in E-Government Environment

信息时代催生档案管理网络化趋向的发展,特别是对于数字化档案,不可避免的面临知识、经济、管理、技术、安全等方面的挑战。我国政府在加强档案信息集中管理实践中,无论是档案信息的收集、管理,还是开发,缺乏档案信息资源的高效共享与集中,更难以发挥档案信息服务社会的价值与效益。基于此,从当前电子政务环境下档案信息管理现状及问题入手,分析其制约因素,并从管理原则、管理机制、管理标准化体系、管理法规等方面进行全面梳理,提出集中管理的对策和建议。

The development of archive network management has been accelerated in the information age, especially the digital archives have met the challenges of knowledge, economy, management, technology and security.In the centralized management of archive information, the lack of cooperation and concentration has impeded the collection, management and development of archive information, and its contribution to the society. Based on research on the status quo and problems of archive management in the e-government environment, this paper analyzes the managerial constraints, principles, mechanism, standardization, and regulations, coming up with countermeasures and suggestions of centralized management.
