叠加的战略机遇和经济下行压力背景下,常州高新园区发展呈现出一区多园发展势头强劲、产城融合逐步推进、科技孵化器创新能力不断提升的特点以及产业结构不优、产业集群规模偏小、要素制约突出的问题。新常态下常州高新园区应通过强化产业集聚推动产业发展高端化,强化科技创新推动产业集群创新化,强化产城融合推动高新园区城市化等措施,转型升级成为真正意义上的高端要素集聚区、体制机制创新区、现代化发展新城区。

Against the background of superimposed strategic opportunities and economic downward pressure,the development of Changzhou High-tech Zone meets with a strong momentum of development of one district with several high-tech zones,gradual integration of city and industry,the continuous improvement of technological innovation of technology incubators,coupled with unreasonable industrial structure,small scale of industrial clusters,and the prominent problem of the essential restrictive factors.By strengthening industrial agglomeration to promote the development of high-end industry,strengthening scientific and technological innovation to promoting the innovation of industrial clusters,and strengthening the integration of city and industry to promote the urbanization of high-techzone,Changzhou High-tech Zone can hope to transform and upgrade into a high-end element cluster area,institutional innovation area and new city development area in a real sense under the new norm.
