建立健全公办高校“一把手”责任追究制度

To Establish and Perfect the Accountability System for Leaders of Government-funded Universities

建立健全公办高校"一把手"责任追究制度,既是落实十八届四中全会精神的逻辑必然,也是树立正确权责观念与提升廉洁自律意识的有效之举,更是全面推进科学民主决策与高等教育事业健康发展的现实需要。然而,建立健全公办高校"一把手"责任追究制度仍面临一些棘手的问题,因此,我国有必要在现有的行政问责的基础之上明确公办高校"一把手"追究责任范围、界定其权力行为边界、完善与责任追究程序相关法律依据、加大责任追究的力度,将公办高校"一把手"的责任追究进一步制度化、规范化和法律化。

To establish and perfect the accountability system for leaders of government-funded universities is the logical necessity to implement the spirit of the the fourth Plenary Session of the 18 th CPC Central Committee,but is also an effective move to establish the correct concept of power and responsibility and enhance effective selfdiscipline consciousness.And meanwhile,it is the practical need to comprehensively promote the scientific and democratic decision-making and the healthy development of higher education.However,to establish and perfect the accountability system for leaders of government-funded universities is still facing some difficult problems such as the establishment of accountability,accountability subject vague,unclear,lack of accountability,accountability for rigid enough.Therefore,on the basis of the existing administrative accountability,it is necessary for us to clear leaders＇ responsibility scope and the power boundary,improve accountability procedures,and increase the intensity of accountability.Furthermore,we can make the accountability system for leaders of governmentfunded universities for further institutionalization,standardization and legalization.
