伪PPP项目将影响PPP模式的规范推广,也会增加地方政府的债务风险。剖析伪PPP项目的特征,分析认为缺乏有效的包含可用性考核的绩效考核方法是产生伪PPP项目的重要原因。然后以非收费公路项目为例,提出非经营性项目绩效考核的方法,该方法对项目的可用性做了针对性的安排。

Fake PPP projects can influence the promotion of PPP model, and increase local government＇s debt risk. This paper analyzes the characteristics of fake PPP projects, identifies that the lack of effective performance assessment method which incorporates the applicability assessment is an important cause for fake PPP project. Combined with an example of a toll road project, proposes a performance assessment method for non-operating projects. The method makes pertinent arrangement for project applicability.
