摘要
高等教育在消费上的积累性与高等教育在消费上的人力资本生产性和劳心性关系密切,并派生出高等教育在消费上的排他性和竞争性。因此,私人产品是高等教育的产品属性。这种排他性和竞争性,使得人力资本的生产和积累的调节存在"政府失灵"。市场是组织高等教育资源配置和调节人力资本的生产和积累的有效手段。
In consumption,the accumulation of higher education has a close relationship with human capital production and labor of higher education,and the exclusiveness and competitiveness of higher education in consumption are derived.Therefore,the private product is the product attribute of higher education that results in"failure"in the regulation of the production and accumulation of human capital. The market is the effective means of organizing the resources allocation of higher education and regulating the production and accumulation of the human capital.
