“Digital Hunan” Strategy and New Thinking on Information Service in Rural Grassroots

"数字湖南"是湖南省委、省政府提出的"四个湖南"建设的重要内容,是大力推进"四化两型"战略的重要抓手。"数字湖南"最大的建设瓶颈是服务平台的建立。建设"数字湖南"要以社会需求为拉动目标,以农村为重心,充分利用湖南省、市、县三级公共图书馆已建成的"文化信息资源共享工程"网,打破条块分割,避免重复建设,促进"数字湖南"和"共享工程"深度融合、技术互通、优势互补、资源共享,构建全新的数字信息服务网络平台,推动"数字湖南"向农村基层发展,让"数字湖南"通过"共享工程"网发挥实际作用,解决农民"信息贫困"的现实问题。

＂Digital Hunan＂ is the important content of four aspects of Hunan construction that the Hunan Provincial Party Committee and Government put forward in order to promote vigorously the strategy ＂four modernizations and two types of construction＂. The biggest bottleneck of＂Digital Hunan＂ is to build up the service platform. Construction of＂Digital Hunan＂ should pull the social needs as the goal, focus on the countryside, make full use of network of＂cultural information resources sharing project＂ of Hunan province, city and county level public library, break the regional segmentation and avoid redundant construction, promote ＂ Digital Hunan＂ and ＂sharing project＂ depth fusion, technology exchange, complementary advantages, resource sharing, build new digital information service network platform, promote the development of ＂Digital Hunan＂ to the rural grassroots, in order to play a real role and solve the problem of information ＂poverty＂ of peasants.
