基于DEA模型的安徽省财政支农支出效率分析

Efficiency Analysis of Fiscal Expenditures for Supporting Agriculture in Anhui Province Based on DEA Model

以2006~2015年安徽省16个地级市财政支农支出面板数据为样本,采用DEA模型分析安徽省和各个地级市财政支农支出的效率,探讨如何提高各地区财政支农支出效率。结果表明,安徽省整体财政支农支出效率比较高,其中有8年综合效率值都高于0.8,并且在逐年增加。从市级层面来看,大部分地区纯技术效率比较高,说明这些地区农业科技的投入取得很大成效;各地区规模效益近年来呈波动下降趋势,说明财政支农支出结构不合理,需要优化财政支农结构,加强资金管理。

Based on the panel data of fiscal expenditures for supporting agriculture of 16 cities in Anhui province from 2006 to 2015, the DEA model was applied to analyze the efficiency of fiscal expenditures for supporting agriculture from the provincial level and municipal level, and the way to improve the efficiency of regional financial expenditure for supporting agriculture was discussed. The results showed that the overall efficiency of fiscal expenditures for supporting agriculture in Anhui province was higher.The comprehensive efficiency values in eight years higher than 0.8 showed the increasing trends each year. From municipal level, most of the pure technical efficiency was higher,which showed great results were obtained in these areas Of agricultural science and technology inputRegional scale fell volatility trend in recent years,financial support agriculture expenditure structure was unreasonable. In order to improve the efficiency of regional financial expenditure for supporting agriculture, the government should not only optimize the structure of financial support agriculture, but also strengthen the management of funds.
