海外水泥总包项目采购管理分析

摘要 随着日益激烈的国际环境,工程企业的海外订单价格越来越低。为降低成本,EPC工程企业日益重视全过程、全环节的项目管理,从管理中挖潜增效。水泥总包项目中设备物资采购成本一般占项目总成本的60%甚至更多,故采购管理作为项目管理的重要一环,对项目的盈亏至关重要。本文从海外EPC总承包项目的特点、风险点、采购原则、采购方式及采购人员的素质等方面介绍了采购管理的重要作用。结合实际,探讨了采购管理进一步降本增效的措施。 As the international environment is increasingly fierce, the price of overseas orders of engineering business are lower and lower.In order to reduce eosts,EPC project enterprises increasingly attach importance to project management of the whole process and part, and tap the potentialities and increase the profit from the management.The procurement cost of materials and equipments ac- counts for 60% and more of the total cost in the cement general contracting project, so the procurement management as an important part of project management is critical to the success or failure of the project.This paper introduces the important role of purchasing and supply managemenffrom from the aspects of the characteristics, risk points, principle of procurement, procurement methods and the quality of procurement staff in EPC general contracting projects overseas.Combining practice,the further measures of cost-saving and profit-increasing in procurement management are discussed.
