中日关系的困境与机遇:海外华人学者的新思考

Sino-Japanese Relation's Dilemma and Opportunity: New Ideas From Overseas Chinese Scholars

2017年是中日邦交正常化45周年。在这45年里,两国关系发生了深刻的变化,中日两国政府相继签署的三个政治文件为两国关系的健康发展奠定了重要的基础,尽管其间两国关系也出现各种各样的波动,但大部分时期都处于良好的态势。但是,进入21世纪之后,两国之间的矛盾出现了逐渐激化的趋势,特别是近几年来,中日关系已经陷入了建交以来的最困难时期。几十年来,中日两国在政治、经济和文化等各领域实现了深度交往,双方作为世界经济大国在变化的国际秩序中都占有举足轻重的地位,双方关系的健康发展不仅对两国自身是互惠互利的,而且对于亚洲乃至整个世界都是有利的。近来,中日关系出现了一些新动向,这些新动向是否意味着两国关系会实现从最困难的状态中"解冻"进而转入健康的发展轨道,这是人们非常关注的问题。赵全胜、杜进等教授策划了"海外华人评中日关系"的课题,邀请九位在国际政治经济研究领域非常活跃的海外华人学者就此进行了笔谈,文章同时发表在本刊和网刊"海外看世界"中。这些活跃在相关研究领域的海外学者,从不同的视角对中日关系的发展做出了思考,阐述了不同的观点并提出了针对性的政策建议。

Editor＇ s Note： Forty-five years have passed since the normalization of diplomatic relations between China and Japan, and dramatic changes have taken place during this period. With the three political documents signed between the two countries as the founding principle, China and Japan have established a good relationship on the whole, though there were also various minor alterations. But this situation changed since the beginning of the 21st century. Between China and Japan, there has been a trend of rising conflicts and contradictions, especially in the past several years, the Sino- Japan relations have entered the hardest era since the establishment of diplomatic ties. As two important economic powers in a fast changing world, China and Japan conducted in-depth cooperation in politics, economy and culture etc. in the past several decades, which was not only beneficial to each other, but also beneficial to Asia and the whole world. Recently, there have appeared some new trends in Sino-Japan relations, and people are wondering whether these new trends signify the changing course of the diplomatic relations between China and Japan hack to a normal and healthy state. Professor Zhang Quansheng and Professor Du Jin contrived this project of ＂Sino-Japan Relations in the Eyes of Overseas Chinese Scholars＂ , inviting nine overseas Chinese scholars active in International Politics and Economy to contribute papers on this topic. These papers will be published in this journal and the online journal World in the Eyes of Overseas Chinese Scholars simultaneously. These overseas scholars offered different views and pertinent countermeasures on the development of Sino-Japan relations from their individual perspectives, which will be of significance for domestic studies in relevant fields.
