澳大利亚签发的《船舶免于卫生控制措施证书》存在问题的探讨

Discussion on the problems of Ship Sanitation Control Exemption Certificates issued in Australia

2016年8月后,澳大利亚签发的《船舶免于卫生控制措施证书》出现无检疫官签字和(或)官方签章、格式使用不统一、格式不符合《国际卫生条例(2005)》要求、真伪难以辨别等问题。本文总结了这些问题及其可能造成的影响,建议各海港口岸应积极反馈,尽早形成应对方案;全国口岸统一做法,以避免执法的差异和随意性;与世界卫生组织进行沟通,寻求解决办法;建议增加证书防伪标志及溯源查证途径等。

Some problems had been found in the Ship Sanitation Control Exemption Certificate signed in Australia after August,2016, such as there was no quarantine officers ＇ signature and/or official signature,with no uniform format,the format don＇t meet International Health Regulations（2005） requirements,the authenticity was difficult to distinguish. This paper analyzed the problems and the potential results. It is suggested that all the ports should actively respond and form deal strategy as soon as possible,and adopt a unified approach in order to avoid the difference and arbitrariness,communicate with WHO on this issue,and seek for solutions to improve the security and traceability of the certificates.
