我国高耗水工业用水效率区域差异与布局调整建议

Regional differentiations of water use efficiency of water-intensive industries in China and suggestions for its adjustment

针对我国高耗水工业划分理论基础不足的状况,提出以耗水量大小界定高耗水工业的目录。基于界定的高耗水工业目录,分析高耗水工业的用水效率,辨识区域差异。依据水资源条件与经济发展需求,提出高耗水工业结构调整和区域布局的策略,为我国高耗水工业适水发展的区域规划和用水管理提供决策依据。

Due to the lacking of theoretical base for dividing high water consumption industries in China, it is suggested to use the amount of water consumption to define the list of industries. Then, water use efficiencies of high water consumption industries are identified, differentiated and evaluated. In line with water resources conditions and demand of economy, strategies for making adjustment of high water consumption industries and layout are put forward that provide a guidance for decision making in the areas where water should be priority for development in regional planning and water use management in China.
