The Problems,Reasons and Countermeasures of the Exchange Between Urban and Rural Teachers of Compulsory Education in County Area

城乡教师交流是促进城乡义务教育均衡发展的重要政策措施。城乡教师交流政策在实施过程中出现教师交流自愿性不足、教师交流过程形式化、教师交流缺乏有效的管理和考核等问题。这些问题的原因主要有三个方面:一是缺乏完善的城乡教师交流政策法规;二是教师人事管理制度存在弊端;三是城乡教师交流的相关配套措施不健全。因此,要解决城乡教师交流中存在的问题,需要完善城乡教师交流的政策法规,改革教师人事管理制度,健全教师交流的激励与保障机制。

The exchange of urban and rural teachers is an important policy to promote the balanced development of urban and rural compulsory education. There are some problems during the policy implementation as follows： the voluntariness of exchange teachers is inadequate, the process of exchange teachers is formalized, the exchange of urban and rural teachers lacks effective management and assessment. The main reasons for these problems lies in the lack of sound policies and regulations of urban and rural teacher exchange and the imperfect relevant supplementary measures. We should perfect the policies and regulations of urban and rural teacher exchange, reform the teacher personnel management system, strengthen the incentive and guarantee mechanism of teacher exchange in order to solve these problems.
