社会转型期行政权力控制的新路径探析——基于“权力清单制度”研究视角

Exploration on the New Path of Administrative Power Control During the Social Transition Period——based on the perspective of “power list system”

推行"权力清单制度"是近年来行政机关实施的一种自上而下的改革,实质上是行政控权机制的一种创新,不仅有利于依法行政的加强和行政效率的提高,而且有利于从源头上防止行政权的滥用。本文简要介绍了"权力清单制度"的产生过程,总结了推行"权力清单制度"对行政权控制的意义,同时就"权力清单制度"对行政权控制的路径进行了有益探索,提出了一些建设性意见。

The implementation of the ＂power list system＂ is a kind of top-down reform of the administrative organs in recent years, which is an innovation of the administrative control mechanism, which not only facilitates the strengthening of administration according to law and the improvement of administrative efficiency, also prevent the abuse of executive power from the source. This paper briefly introduces the process of generating the ＂power list system＂, summarizes the significance of the implementation of the ＂power list system＂ to the control of the executive power,makes a useful exploration on the path of controling the executive power in the ＂power list system＂and puts up some constructive opinions.
