我国海洋产业“走出去”路径研究

当前,我国海洋产业"走出去"已经取得了一系列的成绩,如产业组成门类基本实现全覆盖,对外投资主体呈现多元化格局,与"21世纪海上丝绸之路"沿线国家海洋产业合作也不断深化。但是,区域性争端和摩擦、发达国家对海洋高新技术垄断以及频发的海洋灾害等都是影响我国海洋产业"走出去"速度和成效的重要因素。今后一段时期,要从合理实施海外并购、"抱团出海"、融入海洋领域的全球创新网络等方面深化海洋产业"走出去"战略,而政府部门应在加强海洋产业"走出去"的顶层设计,建立健全国际沟通和防灾减灾机制,加强对大型跨国涉海企业的培育等方面进一步完善机制,实施更具开拓性的保障措施。

The current studies suggest that the international cooperation of marine industry has made a series of achievements. However, regional disputes and frictions？ marine high-tech monopoly from the de-veloped countries and frequent marine disasters are affecting the speed and effectiveness of ＂going out＂ for marine industry. In the long ru n , it is essential to implement overseas mergers and acquisitions, build up overseas trade and economic cooperation zones, and participate in global innovation networks in order to deepen Opening-up strategy. Government departments should strengthen the marine industry ＂going out＂ top-level design, establish and improve the international communication and disaster prevention mecha-nism, and attach importance to the cultivation of large-scale transnational enterprises.
