A Study on Transference of Environmentally Friendly Technology in Post-Paris Era

气候变化作为当前全球面临的最大环境风险,关乎人类生存和可持续发展,需要在全球范围内合作。促进环境友好技术在世界范围内的普及和应用成为解决气候风险问题的根本途径,但环境友好技术存在难以转让到发展中国家的困境。作为里程碑意义的多边气候谈判的公约成果,《巴黎协定》将推广与应用环境友好技术作为实现其目标的必要条件,在实践中通过体制转移,将环境友好技术转让置于多边气候谈判中予以解决。作为负责任的大国,中国将继续积极参与多边气候谈判、根据本国承担的国际责任进行相应国内法的修改,通过"一带一路"战略作为环境友好技术转让"南南合作"的纽带,共建绿色发展之路。

As the biggest environmental risk facing the world today,climate change is related to human survival and sustainable development,and demands a globalcooperation.The popularization and application of the environmentally friendly technology in the world becomes a fundamental way to solve the climate risk,but environmentally friendly technology is difficult to transfer to developing countries.As a landmark convention of the multilateral climate negotiations,Paris Agreement regard the promotion and application of environmentally friendly technology as a necessary condition to achieve its goal.Through system shifting in practice,we can settle environmentally friendly technology transferencewithin the framework of multilateral climate negotiation.As a responsible country,China will continue participating in multilateral climate negotiations,amend the corresponding domestic laws according to its international responsibility,and build a green development road through ' TheBelt and Road' strategy which is the bond of the south-south cooperation.
