Three Dimensions of the Formation of Policy of Ruling by Law With Chinese Socialist Characteristics

我国法治方略的形成可以从三个维度来理解。从治国理政的维度看来,法治不同时期有不同的内容,先后表现为服务经济、完善民主,治理国家,全面建成小康社会的基本方略。从实现现代化的维度看来,从融入新的"三步走"战略,到"建设和谐社会主义国家",再到"促进国家治理现代化",法治进入中国的现代化事业,最后和现代化融为一体。从法治建设的维度看来,法治有自己的"三步走"方略:即建立市场经济法律体系,构建法律体系,建设法治体系。三个维度见证了我国社会主义法治方略的形成,体现了中国共产党对法治国家的执着追求和对法治规律的深刻认识。

The formation of policy of law government in China is understood from three dimensions.From the dimension of governance,the rule of law has different contents in different period,successively characterized by serving economy,improving democracy,governing the country and building a well-off society comprehensively. From the dimension of the realization of modernization,from the new ＂three-step＂strategy to ＂building a harmonious socialist country＂,and then ＂promoting the modernization of governance＂,ruling by law gradually enters into China＇s modernization,and finally integrates with modernization. From the dimension of the construction of ruling by law,ruling by law has its own ＂three-step＂strategy,namely,the establishment of the legal system of the market economy,the construction of the legal system and the construction of the system of the rule of law. Three dimensions witness the formation of law strategy of socialism with Chinese characteristics,reflecting the Communist Party＇s persistent pursuit of ruling by law and a profound understanding of the law of ruling by law.
