在强调战略规划重要性的基础上,详述了深圳图书馆"十三五"战略规划的编制和实施过程,包括前期调研、环境扫描、战略分析、撰写修订等编制环节,以及战略目标分解、目标落实机制、评估指标体系的拟定和绩效监测等实施环节,并解析了深圳图书馆"十三五"规划体例与内容重点,总结战略规划对图书馆事业发展的导向性作用。

On the basis of emphasizing the importance of strategic planning, the paper elaborates the planning and implementation process of 2016 -2020 strategic plan of Shenzhen Libraiy, including pre - research, envi-ronmental scanning, strategic analysis, drafting and revising, as well as strategic objectives decomposition, the imple-mentation of objectives, evaluation index system development and performance monitoring, etc. The paper also analyzes the framework and content points of the 2016 -2020 strategic plan of Shenzhen Library, and summarizes the guiding role of strategic planning on the future development of libraries.
