摘要
我国铁路建设一直面临着融资渠道相对单一、铁路市场化水平不高、铁路运营效率偏低的问题。本文围绕高铁项目融资模式创新中公私部门的合作伙伴关系与PPP模式的一些具体形式展开讨论,并结合我国国情和多种PPP操作形式的优缺点,提出适合我国高速铁路发展的LBOT(租赁、建设、运营、转移)模式。
China's railway construction has been facing a relatively simple financing channels,the level of the railway market is not high,the problem of low efficiency of railway operations. This paper focuses on some specific forms of public and private sector financing mode innovation of high-speed rail project in partnership with the PPP model are discussed,and combined with China's national conditions and the advantages and disadvantages of various forms of PPP operation,put forward for the development of our country's high-speed railway LBOT(lease-build-operate-transfer)mode.
