Analysis on the Causes of Land Finance in Henan Province under the New Normal

经济新常态下,土地财政问题普遍存在.作为人口和农业大省,河南的土地财政问题体现更为典型.本文从规模、结构的角度梳理了河南省土地财政发展现状,并结合未来发展趋势,采取理论与实证相结合方式,系统分析了河南省土地财政形成的两个原因,即外在的财政压力与深层次的二元土地制度.

Under China＇ s New Normal of economy, the problem of land finance widely exists. As a large prov- ince of population and agriculture, the problem of land finance in Henan is more typical. From the view of scale and structure, the paper reviews the current situation of land finance in Henan Province. Combined with the future devel- opment trend, and taking the combination of theory and empirical way, this paper analyzes systemically the causes of land finance in Henan province, which is, external financial pressure and deep-level dual land system.
