摘要
随着评估在我国城乡规划中法律地位的确立,其具体的组织方式、评估内容以及操作机制成为当前我国规划评估实践中亟需解决的问题。本文介绍了杭州城东新城规划建设评估项目的总体过程,分别从评估的目的、组织、内容、开展方式、分析手法等几个方面进行详细的解构,希望能够在此基础上讨论适合我国城市开发项目的规划评估操作机制。
Along with the establishment of the legal status of planning evaluation in the urban and rural planning of China, the specific organization mode, evaluation contents, and operation mechanism have become the issues that need to be addressed urgently in the planning evaluation practice. This paper introduces the entire evaluation process of City East New Town planning, and elaborates the purpose, organization, implementation approach, and analysis method of the planning evaluation, with the hope of exploring the operation mechanism of planning evaluation suitable for the urban development projects in China.
