《中国石化安全管理手册》与企业HSE体系的融合探索

Exploration on the Integration of SINOPEC Safety Management Manual and Enterprise HSE System

以河南油田为例,基于油田企业的HSE管理,提出了《安全管理手册》和企业HSE管理体系融合模式。融合后,企业现有的HSE管理思路不变,把《安全管理手册》的管理模块全部纳入体系二级子要素,新建一个《〈中国石化安全管理手册〉实施细则》作为运行控制文件,对满足不了《安全管理手册》要求的体系文件进行修订,并重新配套建立检查、考核及体系审核办法。

Taking Henan Oilfield as an example, based on the HSE management of oilfield enterprises, the Safety Management Manual and the HSE manage- ment system integration model are put forward. After the integration, the existing HSE management idea of the enterprise is unchanged, and the management module of the Safety Management Manual is all in- eluded in the second sub - element of the system. A new SINOPEC Safety Management Manual is imple- mented as the operation control document, the old system documents which eannot meet safety manage- ment manual requirements are revised, and the estah- lishment of inspection, assessment and system audit methods are re- supported in this paper.
