整体性政府理论视域下省直管县改革的碎片化及其整合研究

Research on County Directly Administered by Province Fragmentation and Integration from a Holistic Government Perspective

省直管县改革是弱化市管县体制弊端,推进行政管理体制改革的必然要求。当前省直管县改革在政府组织结构调整、职权责三者间关系疏通及部门间关系协调等领域存在较为严重的碎片化问题,制约了改革作用的发挥与政府效能的提升。依托整体性政府理论来反思省直管县改革中呈现的碎片化问题,发现传统官僚体制、利益本位主义思想的掣肘以及新公共管理改革的负向效应是导致省直管县改革碎片化的主要原因。为此,提出加大政府组织结构整合力度,疏通职权责三者间关系,构建良性的部门间协作机制和推进由行政性放权向法制化放权转变进程等治理路径,以期破除省直管县改革碎片化的流弊,更大限度地发挥改革效力。

The reform of the administration of province governing county is conducive to circumvent the municipal management county system drawback.At present,there is the existence of a serious fragmentation problem in the reform of province-over-county.Specific performance in the adjustment of government organizational structure,the coordination of the relationship between the governmental functions,power and the responsibility of coordination the relationship between government departments and other fields.Relying on the whole governmental theory,this paper analyzes the representation of the fragmental government restricting the reform of the administration of province governing county,and points out that the promotion of the reform of the administration of province governing county is mainly subject to the malpractices of China’s traditional bureaucratic system,interest departmentalism and the new reform of public management.In order to get rid of province governing county reform fragmented abuses and give full play to the effectiveness of reform,this paper propose increasing the intensity of adjusting the structure of government organization.Coordinating the relationship between the governmental functions,power and responsibility.Constructing a benign inter departmental cooperation mechanism and transforming from administrative decentralization to legal decentralization.
