中英合作办学的现状及其发展

Status and Development of Sino-British Cooperative Education

目前中英合作举办的本科及其以上层次的机构有20个,项目222个,分别占到中外合作办学同类机构和项目的26.3%和22.1%;由中英两国教育机构合作举办的独立设置中英合作大学和非独立设置中英合作办学机构分别为2个和18个,占两类中外合作办学机构总数的20%和27.2%。经过二十年的发展,英国一跃成为与中国开展中外合作办学机构和项目数量最多的国家。中英合作举办的中外合作办学机构和项目以本科层次为主。无论是中英合作办学的机构还是项目所开设的专业中,工学类的专业数量均占据首位。举办本科层次的中英合作办学项目的高校中以地方院校为主,占总量的近九成。举办研究生层次的合作办学机构和项目的高校中,部委直属院校和地方院校基本上各占一半。在经历两次快速发展时期后,中外合作办学将逐渐由过去以机构和项目数量与规模扩张的外延式发展阶段,转变为更加注重机构和项目办学质量提升的内涵发展阶段。未来中英两国在合作办学中应当顺应新时期教育开放工作的新要求,在以下几个方面进一步加强合作:一是优化中英合作办学的战略布局;二是加强中英合作办学的质量保障;三是建立中英合作办学的交流机制。

At present,20Sino-British cooperative educational institutions(including 1institution co-established by 3universities in China,UK and USA)and 222 programs at undergraduate or postgraduate level have been established,covering 26.3%and 22.1% of total Sino-foreign cooperative educational institutions and programs.There are 2independent Sino-British cooperative universities and 18 dependent Sino-British cooperative colleges,accounting for 20% and 27.2% of two kinds of Sino-foreign cooperative educational institutions respectively.After 20-year development,UK has now become a nation who has co-established the most Sino-foreign cooperative educational institutions and programs with China.Most Sino-British cooperative educational institutions and programs focus on undergraduate education.Engineering tops all specialties in both institutions and programs.The majority of undergraduate Sino-British cooperative educational programs are operated by local colleges and universities with a proportion of nearly 90%,which has equal share with colleges and universities directly under MOE in establishing Sino-British cooperative educational programs at postgraduate level.After two periods of rapid development,Sino-foreign cooperative education has been transforming from extended development period featuring in quantity and scale growth to connotative development period focusing on quality improvement of institutions and programs.The Sino-British cooperative education in the future should be in accordance with new requirements of national policy on education opening up to the outside world and strengthen cooperation in the following perspectives:First,optimizing strategic layout of Sino-British cooperative education by operating high-level postgraduate cooperative education;second,strengthening quality assurance of Sino-British cooperative education;third,establishing exchange mechanism of SinoBritish cooperative education.
