行政长官制是单一制下新的澳门特别行政区地方政权形式

以具有较高法律地位和较大决策权的行政长官为核心的行政长官制,是澳门特别行政区的地方政权形式,也是澳门特别行政区的政治体制。澳门特别行政区的政权形式是"一国两制"下新的地方政权形式,既是我国的地方政权形式,但又实行基本上不同于内地的司法制度和法律制度。它突破了古典的以美国为代表的分权制形式、西方传统的以英国为代表的议会制形式,也突破了我国人民代表大会制,改变了旧的总督制。行政长官制享有内地各民族自治地方所不享有的高度自治权。行政长官制是维护中央直辖澳门特别行政区的重要体制,是行政长官统一领导特别行政区、维护特别行政区经济发展和社会稳定的根本制度。行政长官制是对马克思主义国家学说的重大理论创新。

The chief executive system, that the Chief Executive has a high legal status with big decision-making power, is not only the form of local authority but also the political system of the Macao Special Administrative Region. The form of local authority of the Macao Special Administrative Region is the new one under the ＂One Country, Two Systems＂, and this is different with judicial and legal system in China's Mainland. The political power of the Macao has changed the viceroy system by breaking through the system of separating powers, the parliamentary system, and the system of people＇s congress. The degree of autonomy enjoyed by the chief executive system is higher than degree of autonomy of minority autonomous areas in China's Mainland. The chief executive system is not only an important system to ensure the Macao Special Administrative Region is directly under the jurisdiction of the Central government of China, but also a fundamental institution of maintaining the stability and development of Macao Special Administrative Region. The chief executive system is a great theoretical innovation on the national doctrine of Marxism.
