“为官不为”的表现、诱因及其治理路径

Government Officials' Neglect of Their Duties:Manifestations,Incentive and Solutions

"为官不为"作为一种公共权力与责任严重脱节的政治现象,主要表现为"消极不为"、"避责不为"、"廉而不为"和"能低不为"等。其主观诱因是"不想为"、"不敢为"和"不善为",客观诱因是权力边界模糊不清、干部管理存在短板、责任追究力度不大等。基于此,治理"为官不为",首先是要加快推进建立以确权、制权为核心的权力责任清单制度,力促"为官要为";其次是要探索推行尽职免责相关制度,使得"为官敢为";再次是要健全完善干部激励机制,推动"为官乐为";最后是要科学构建干部能力提升机制,实现"为官有为"。

As a type of political phenomenon, government officials＇ neglect of their duties is a serious separation of public power from responsibility, and it is manifested in the follow- ing four kinds of behavior： ＂neglect of one＇s duties due to passivity＂, ＂neglect of one＇s du- ties for avoidance of responsibility＂, ＂neglect of one＇s duties for the sake of one＇s integrity＂ and ＂neglect of one＇s duties due to incompetence＂ . The subjective reasons for government officials＇ neglect of their duties include ＂unwillingness to fulfil one＇s duties＂; ＂lack of cour- age to fulfil one＇s duties＂ and ＂inability to fulfil one＇s duties＂ . The objective reasons might include blurred power boundaries, weakness in personnel administration, low intensity in responsibility investigation and possibility of trust to luck for those officials who neglect their duties. To solve the issue, four steps are suggested as follows： first, speed up the es- tablishment of the responsibility list system with confirmation and containment of power as the core, to urge officials to fulfil their duties; second, explore a due diligence and respon- sibility free system that encourages officials to fulfil their duties; third, improve and per- feet the cadre incentive mechanism to stimulate officials to fulfil their duties; fourth, con- struct a scientific cadre capability promotion mechanism to help them fulfil their duties.
