摘要
以去产能背景下的煤炭企业作为研究对象,描述了在去产能、调结构、加速转型升级的情况下,煤炭企业人力资源管理所面临的风险。以人力资源管理的流程为依据,研究了在人力资源规划、招聘、培训、绩效与薪酬、劳动关系等阶段企业面临的风险因素。利用层次分析法,分析了各个风险因素所占的比重,得出了国家政策、供需分析、人岗匹配度等因素对人力资源风险有较大影响,进而提出了关注国家政策,落实法律法规、准确分析供需情况、提高人岗匹配度等措施,以期帮助煤炭企业减小风险,顺利完成产业转型。
Under the de-capacity background,with the coal enterprises as the study object,the paper stated the risks faced by the human resource management of the coal enterprises in the condition of the de-capacity,structure adjusted and speeded transformation upgraded. With the human resource management process as a basis,the paper had a study on the human resource planning,recruitment,training,performances and salary,labor relationship and other risk factors faced to enterprises.The analytic hierarchy process was applied to analyze the proportion of each risk factor and the national policy,supply and demand analysis,person-post matching and other factors would have high influences to the human resource risk. The paper proposed that the national policy should be concerned,the law and regulations should be implemented,the supply and demand condition should be accurately analyzed and the person-post matched rate and others should be improved in order to assist the coal enterprises to reduce the risk and to successfully complete the industrial transformation.
