For the phenomenon of artificially high construction project completion cost of construction enterprise and taking payment model of examination and verification of completion settlement as the breakthrough point,the papper analyzes the disadvantages of present cost consultation fee payment mode,puts forward some suggestions of optimizing cost consultation fee payment of completion settlement audit,including the owner pays basic charges,the owner and construction enterprise pay benefit charges together,and change the rate of benefit charges from fixed rate to differential progressive rate,etc.
