试论我国教育考试办考能力建设

On the Capacity Building for Running Educational Examinations in our Country

本文首次提出"办考能力"及"教育考试办考能力建设"的概念,并分别从国家、机构和个人三个层面阐述办考能力建设的具体内容、实施途径,提出考试文化建设是办考能力建设的重要内容等一些新观点、新视角,以期为推进我国教育考试专业化、科技化和现代化建设开扩思路,探索途径。

This paper puts forward the concept of the ability for running examinations and the capacity building for running educational examinations for the first time, and expounds the concrete contents and implementation ways of the capacity building for running educational examinations from the three levels of state, institution and individual respectively. Also this paper puts forward some new views and new perspective, such as examinational culture construction is important content of the capacity building for running educational examinations. This article opens up the idea and explores the new ways to the promotion of the specialization, technology and modernization to the educational examination construction in our country.
