摘要
科学编制"十三五"环保规划,应该:建立"十三五"环保规划体系,强化规划的系统性;谋划好"十三五"环保规划前期研究,强化规划的科学性;做好规划上下左右衔接,强化规划的协调性;科学谋划重大工程,强化规划的操作性;开门纳谏编规划,强化规划的透明度;精心组织,科学论证,强化规划的可批性;加强规划队伍建设,保障规划编制工作经费。
The principles of scientifically preparing the thirteenth five year environmental protection planning were summarized. The systemic planning was advised. The pre-study of planning should be done in advance. The harmony with other upper and lower planning was suggested. The feasibilities of important projects should be designed accordingly to the major environmental issues. The transparency of preparing planning was needed to involving in as many as shareholders. The planning should be organized meticulously to strengthen its admission by government.The capabilities of planners should be improved. The fund forwriting the planning needed to be ensured.
